OPPORTUNITY FOR PUBLIC PARTICIPATION Five-Year Review Naval Weapons Station Yorktown Yorktown, Virginia OPPORTUNITY FOR PUBLIC PARTICIPATION Five-Year Review Naval Weapons Station Yorktown Yorktown, Virginia The Department of the Navy and the U.S. Environmental Protection Agency (EPA) Region 3, with concurrence from the Virginia Department of Environmental Quality (VDEQ), are announcing the start of the sixth Five-Year Review of existing Record of Decision (ROD) documents and associated remedial actions at Naval Weapons Station Yorktown, located in Yorktown, Virginia. The Five-Year Review will include Sites 1, 3, 6, 7, 12, 19, and 22 as required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The purpose of the Five-Year Review is to ensure environmental cleanup actions at these sites continue to protect human health and the environment. A site is included in the Five-Year Review when contaminants remain above levels that would allow for unlimited use and unrestricted exposure (UU/UE) while environmental cleanup is being implemented in accordance with a ROD. RODs AND REMEDIAL ACTIONS TO BE REVIEWED Site 1 – Dudley Road Landfill: The ROD was signed in July 1999 to address contaminated soil and waste material from the Dudley Road Landfill. The selected remedy included removing contaminated soil, restoring the soil cover, and implementing land use controls. The remedy was selected to prevent direct contact with landfill waste and affected soil, prohibit any future residential development at the site, and prevent activities that would interfere with the integrity of the soil cover. Site 3 – Group 16 Magazine Landfill: The ROD was signed in October 2023 to address contaminants in groundwater. The selected remedy included enhanced in-situ (in-place) bioremediation, monitoring of groundwater, and implementing land use controls. The remedy was selected to reduce contaminant concentrations in groundwater and prevent exposure to groundwater until cleanup goals are met. Site 6 – Explosives-Contaminated Wastewater Impoundment, Flume Area, and Excavated Area, Buildings 109, 110, and 501: The ROD was signed in October 1998 to address contaminated soil and sediment in the Flume Area, Impoundment Area, and Excavated Area at Site 6. The selected remedy included removing soil and sediment in the Flume Area; placing a clean soil cover in the Excavated Area; long-term monitoring of surface water, sediment, and interim long-term monitoring of groundwater; and implementing land use controls. The remedy was selected to reduce risk from direct exposure to soil and sediment in the Flume and Impoundment Areas and soil in the Excavated Area. Site closure for the Flume Area and Excavated Area are expected to be documented in the Five-Year Review. Site 7 – Plant 3 Explosives-Contaminated Wastewater Discharge Area: The ROD was signed in October 1998 to address contaminants in soil and sediment. The selected remedy included removing soil and sediment, long-term monitoring of groundwater, and implementing land use controls. The remedy was selected to reduce risk to receptors (human and ecological) and to prohibit any future residential development of the site. Site 12 – Barracks Road Landfill: The ROD was signed in April 1997 to address contaminated soil. The selected remedy included removing surface debris, excavating and consolidating affected soil, installing a clay cap, construction of erosion control measures, long-term monitoring, and implementing land use controls. The remedy was selected to prevent direct exposure to landfill waste and affected soil, to prevent any future use of groundwater as a drinking water source, and to prevent development and disturbance of the landfill cap. Site 19 – Conveyor Belt Soils at Building 10: The ROD was signed in March 1998 to address contaminated soil in the conveyer belt area. The selected remedy included removing equipment and contaminated soils from the conveyor belt area and implementing land use controls. The remedy was selected to reduce risk to receptors (human and ecological) and prohibit any future residential development of the site. Site 22 – Burn Pad: The ROD was signed in September 2012 to address contaminated groundwater. The selected remedy included enhanced in-situ (in-place) bioremediation, monitored natural attenuation, and land use controls. The remedy was selected to reduce contaminant concentrations in groundwater and prevent human exposure to groundwater until cleanup goals are met.
