Code §127.521, the Department of Environmental Protection (DEP) intends to issue a renewal Title V Operating Permit to Mack Trucks, Inc. Mack Trucks is located in Lower Macungie Township, Lehigh County. The facility’s contact regarding this application is Lawrence Howse, Manager – Environment, 7000 Alburtis Road, Macungie, PA 18062. Mack Trucks operates a heavy-duty and over-the-road truck manufacturing facility. The facility is considered a “major source” of criteria air pollutants subject to the Title V Operating Permit requirements adopted in 25 Pa. Code 127, Subchapter G. The proposed Operating Permit will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act. Effective on November 12, 2022, Chapter 129 §§ 129.111 – 129.115, Additional RACT Requirements for Major Sources of NOx and VOCs for the 2015 Ozone NAAQS applies to facilities that commenced operation before August 3, 2018. Mack Trucks/Macungie is considered a major source for VOCs. The Solvent Storage Tank is subject to §129.112, Presumptive RACT III Requirements. The presumptive RACT III requirement is to maintain and operate the source in accordance with the manufacturer’s specifications and with good operating practices. Copies of the Title V applications, DEP’s analysis and other relevant documents used in the evaluation of the application are available for public inspection during normal business hours at the Department of Environmental Protection, 2 Public Square, Wilkes-Barre, PA 18701-1915. Any person wishing to provide DEP with additional information that they believe should be considered prior to the issuance of this permit may submit the information to the Department of Environmental Protection at the address shown above. A 30-day comment period, from the date of this publication, will exist for the submission of comments. Each written comment must contain the following: • The name, address and telephone number of the person(s) submitting the comments. • The reference number of the proposed permit (specifically permit #39-00004). • Concise statements regarding the relevancy of the information or objections to the issuance of the permit. A public hearing may be held, if DEP, in its discretion, decides that such a hearing is warranted based on the information received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or in the Pennsylvania Bulletin, or by telephone, where the DEP determines such notification by telephone is sufficient.
