REQUEST FOR RELEASE OF FUNDS On or about June 12, 2026 the City of Portsmouth will authorize the Norfolk Redevelopment and Housing Authority to submit a request to the U.S. Department of Housing and Urban Development (“HUD”), for the release of assistance under HUD’s Project-Based Vouchers (PBV) funds 24 CFFF, Part 983, of the Quality Housing and Work Responsibility Act (QHWRA) of 1998, as amended, to undertake a project known as Ansell Apartments for the purpose of the new construction of 39 affordable dwelling units, including 9 project based voucher units. The proposed development will be located at 2216 & 2220 Waldron Avenue, Portsmouth, VA 23702 (Parcel ID: 04650380 & 04650390). The development will consist of 39 newly constructed apartments that will include 20 two-bedroom and 19 three-bedroom floor plans housed in one two 2-story building and one three-story building. The estimated value of the vouchers is $3,296,880. The total estimated project cost is $17,039,771 (inclusive of HUD and non-HUD funds). FINDING OF NO SIGNIFICANT IMPACT The City of Portsmouth has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.
